The administration are looking into the suspension of Habeus Corpus, which can be enacted by Congress, ( but NOT the President ), in times of rebellion or invasion. Such suspension has only been done 4 times previously; during the Civil War, on Hawaii in 1941 following Pearl Harbour, in the Philippines in 1905 during protests against US occupation, and post civil war during actions against the KKK.
