I have wondered before if there's anything in the rules / laws than compels a team to accept promotion should they achieve the criteria for doing so.... I was thinking that where competition has moved from regional to country wide, a club might have looked at the finances and declined. Can't imagine it being popular with fans, but better that than no club.
