They HAVE to be sure Saints have done wrong in order to go ahead with any form of sanction; and by the sounds of it there is no evidence. Realistically they could rush it but that could backfire on them. Saints have gained no advantage to this. You can’t sanction someone for having a mobile phone up north - then again if anyone up north does have a mobile it’s likely been stolen.
