I think he can - bird in the hand and all that. People can promise all kinds of things to spoil a deal in the making and then renege /reduce when they get their chance. Fry knows this. Hopefully we will be able at long last to leave the whole sorry saga that has been the past 5 years well and truely in the past. There will be no hangers on from the old regime except Wotte. Obviously there are still a few i's and t' but it seems, to me, that they are close to a deal, money is on the table, no worry regarding the -10 points, and the football league have already stated their position so it's a jolly long weekend with a lot of finger pushing on Monday to see the deal sealed. SFC are not linked or governed by Fry ... Fry is administrator of SLH of which SFC are an asset as well as other things such as the ground Jacksons Farm etc. Agreement with Wotte has been by the directors of SFC who are not controlled by Fry.
